Ben, If your tractor has the 3-position light switch (O-D-B), then the resistor is to Dim the lights in the 'D' position. That's all it does. If you can use a crimp connector to tie the resistor wire's broken ends together, it should work again and won't hurt a thing - maybe the dim lights would be a little brighter due to slightly less resistance. If you don't ever have any need to dim the lights, just jumper the two resistor terminals with a short piece of wire or leave it the way it is.
If you have the L-H-D-B 4-position light switch, it will have two resistors. The one with the large wire is the dimmer resistor. The other resistor is for the low-charge setting for the generator. If it's broken, the Ammeter will not show a charge on the 'L' setting.
