John: Unless you find loose connections or cracked lines, suction side of pump, I'd look for cracked filter base. I had 3 of these on 8 diesels over 35 years. I can tell you the cracks were very hard to find, in fact it was only when I bought a new base, I was absolutely sure of the problem. They were not IH, one was Deere the old square glass filter, 2nd was 6.2 Chevy and the 3rd was Perkins in a combine. None of them leaked fuel.
