The casting code M indicates the castings were made in '43. With the month being December, this could be either a '43 or '44 tractor.
Don't know enough about the 400 to help with that.
I would suggest you get a copy of Guy Fay's International Harvester Tractor Data Book. It's about $10 from Barnes and Noble or Amazon.com and has the casting codes and suffix codes for Farmalls as well as serial number info up through the 450. Lots of specs on all the models from the Farmall Regular on up. A very handy book. Phil
