Sure hate to argue with ya 'cause you're a pretty knowledgeable sort, but the M width was carried over into the small frame tractors (560, 656, 666, 686) and the 706 came in as the first of the newer "big tractors".
Having never owned a 706, I really hate to comment on that particular beast, but any other large frame I've ever been around has a frame width of 22".
Now, while all this is going on, there is still the question of the "inside frame/outside frame" thing and how they are mounted, but I'd still just bet that the M is far too narrow by 2" for that 466 engine/plate.
