When was the last time the tractor had an overhaul. Just had my 1066 overhauled and when we pulled the wheel that turns the PTO it had worn all of the teeth down so low that it was about to "go". There is a wheel with teeth that the PTO shaft fits in; once these wear down or break enough off, the PTO stops turning. If all your other hydraulics work I would definitely look at the wheel/shaft; particularly because you can turn the PTO by hand!!
