Help- 560D Won't Start

I'm hoping some of you experts folks can help me out.

I have had a 560D for about three years. I had no
place to keep it, so it has been stored (inside) at a friends place. Well, life sometimes gets in the way of fun, so it sat for a year and a half.

A month ago I put the cleaned up generator back on, installed a new voltage regulator and a new (well, 1-1/2 years old but unused) battery. Hit the starter button and she fired right up. One rear was flat so I moved it outside for the tire guy to access it. That was finally fixed (including a new rim) yesterday (sat outside the whole time).

Today, I go to move the tractor. Hit the start switch. She turns over, but cranking sounded a little slow. Put the charger/starter on it for a few minutes and tried again. Turning over faster now (sounded like normal cranking speed to me) but no joy. Hmmmm...

After more charging and fiddling with the throttle position and fuel cutoff (I can never remember whether pushed in is RUN or OFF) still no joy.

I opened the fuel filter bleed screws and fuel ran freely from both filters. I had added five gallons of (you guessed it) 1-1/2 year old diesel before trying to start, but there was still some fuel in it before I added, so I don't think I got air in the system. I checked the oil bath air filter. That looked OK. When cranking, the rain cap on the stack bobs up and down, so I think compression is there. Glow plug meter pegs all the way right when I press the switch and I could hear the charger load up when I pressed it also. I've never had a problem starting this tractor before. Always fired up one first or second attempt.

I'm stumped. Clearly, I'm missing part of the fuel + air + compression = boom equation but I'm out of ideas at this point. Tried jumping it with another tractor too, lots of cranking, no fire.

Nothing has been fiddled with since the last time I had her running, unless someone else did it without my knowledge. I don't see anything obvious. Only difference is that it sat outside.

Any ideas where to look? What could have been harmed by getting wet? That's one beauty of diesel. Only electricity you need is for the starter motor to spin it. Could the starter be spinning the motor, but just not fast enough?
