You will need the valve. Look up 656 in a parts search on www.caseih.com, it will show an exploded diagram for the manifold and valve. If I remember right it closes to the right as you look at your picture. I am not positive, though. Install the spring so that it expands and opens the valve. If you are still not sure, you can direct a little heat (propane torch) to the spring and see if the valve opens. Those engines are cold blooded.
