Oh Boy, finding an angle drill to borrow can be super tough, not many people have one. I looked for one a long time ago to drill drain holes in the stringers on my wooden boat. I think I ended up using a small plastic hand crank drill. Wait, I have an idea! how about using a dremmel and cut a small slot in it for a screw driver. I bet the bolt isn't stuck since it was side force that snapped it off and you might just need to be able to get just a little grip on it to get it out.
