350 Utility Hyd. Breather

Hello, I have a IHC 350 Utility that runs good but has a "lazy" hydraulic sydtem. When mowing with my brush hog I must constantly raise the the hitch to keep the mower from whacking the ground. The fluid is clean and full. I looked to replace the "breather" under the seat but have been told that part is no longer available. Any ideas?? Replace? Repair?
