These tractors are not precision engineered things...you can set the timing right on the mark and still have the problem. There is some slack in the distributor/magneto drive system. Under a load, you can be right on the money, but when you back off and cause the load on the gears to rock a little the other way...you will be a little off. I would check the timing at a little positve acceleration of the engine and make sure it is on the mark and then keep trucking! (I am certain you know there is a pin sticking out up front and there is a mark on the pulley)
