Make sure that the bead on the inside of the rim is not damaged and that the clamps are not worn. Also got to make sure you tighten them evenly. If not, the rim may get crooked on the wheel. To check, jack it up so the tire is off the ground. Place a stationary object about a 1/4" of an inch away from the side of the tire. Rotate the tire, and watch to see how it moves in relation to your stationary object. Tighten and loosen and retighten the clamps until your rim is as true to the wheel as possible. It can be a fustraiting process, but worth it.
