I don't think there are any hard and fast rules. This is why tongs come in different configuations. It also needs to be understood that the geometry of the 3pth and 2pth are different. Fast hitches pull from underneath the tranny; 3pth usually pulls from axle or differential housing. They swing a different arc. Store bought prongs are probably a compromise adaptation that, in some cases, could be improved with a little work for each implement. I have half a dozen implements that I have changed over. I doubt if any of the prongs would interchange from one to another and be satisfactory.
