WD9 headlight placement

Getting ready to repaint a '47 WD9 and it only came with front headlamp bracket mounted on the front, on the bottom (side) of the lower radiator tank. Every other WD9 I've seen (there are three nearby) all have the front headlights mounted about 10" from the top of the radiator grill on the sides. My 1 bracket looks like an original IH part. There are no holes in the upper part of the grill side where all the others have the headlamps mounted. Any ideas? Thanks!
