The B250 is a fairly rare tractor in the states. You could have some trouble getting parts for it. It's a utility tractor configuration that usually doesn't pull to well...I think you'd be disappointed at the fairs. As a first tractor, I would recommend you keep looking and get a Farmall H or M, or even a C. They are easy to work on, get parts for, and can be set up to pull for fun really easily. I have an H and a Super M that I work on the farm and pull at the fairs...I never win anything, but it's fun showing up.
