PTO jumps out of gear

I recently restored a B Farmall. I hooked it up to a 4 foot mower to try it out. I pulled forward the PTO lever to put it into gear, no problem. I let off the clutch and moved forward with the mower working fine, then after about ten feet I notice the sound of the mower slowing. I reached down to the PTO lever and it was in the back position (out of gear). This happened multiple times. While rebuilding the tractor, I installed the pully and gear housing for the PTO shaft, without putting in any shims. I have two. Any guesses if that is the problem? Thanks
