OT- Need help with farm truck

Hi guys, We have a 1979 Chevrolet C70 Farm Truck. It has a 4-53T detroit diesel in it with an allison automatic transmission. We cannot get the starter to operate. On the left side of the firewall (when looking in the engine bay from the front) is something that looks like a starter relay. It has 4 posts if looking at it from above, it has one large post at 3'o clock and 9'o clock and two smaller posts one labelled s at 7'o clock and one labelled I at 5'o clock. With the key off the post at 9'o clock has 12.5V and the rest have zero. With the key in the on position, it still has 12.5V but the I terminal has .44V as well. When you turn the key to start, the OVERSPEED light in the speedometer turns on and the starter doesn't do anything. If I jump the two big posts on the relay, the starter engages and the truck starts. I tried replacing the relay with a generic one, but it doesn't work either. For whatever reason, the key will not engage the starter anymore. I've called several dealers and they have told me that it isn't listed as a part or that it may be a Detroit-Diesel only part. Any ideas?
