A lot of times a plusing from the govanor is really a carb problem. My friend has a cub that does the same thing when he first starts it up but after about 2 minutes it clears right up. I would first check/rebuild the carb then go from there. One way to check the govanor is to grap the govanor rod where it goes into the carb and hold it and open up the carb. If it pushes back on your hand then its most likely a carb problem
