52 cub-carb or gov?

my cub is hitting all cylinders, will throttle up real good if you do it slow. if you do it to fast the governor overeacts and chokes the engine down and it pulsates a lot when not on smooth level ground and under a load. you can watch the gov. to carb linkage move with the pulsing. also there is about one fourth of an inch of play in the gov. to carb linkage that is aparently from the hole being too big where the spring attaches to the carb linkage. any ideas would be very welcome. RP
