If you don't like cats, get a snake. Cats and dogs can get along. It is surprisingly easy to find good mousers. Find sommeone who has a good one and get one of her kittens. Raise it with the dogs. If the dogs kill it, try again. It sounds like you don't like killing mice. My experience is "kill 'em or live with 'em".
