IH 240U seals

I got the oil seals today from C&G. I ordered the felt washers for the rear axles but my transmission and final drive service manual doesn't mention the felt washers. Where and/or which side of the seal are they installed? What is the purpose of the felt washers? Also, some automotive seal instructions say to put a light coating of silicone around the outside of the seal before installation. Does this hold true for tractors also? Since I don't have seal drivers for these what is the best way to install them. Thanks, David.
