Ignition Switch Bracket

The bracket on my 47 H where the ignition switch is has four holes, all the same size. One hole is for the ignition switch and one is for the choke linkage. What are the other two holes for? The tractor had a shutter(s)? originally. Could one be for shutter linkage? I think some had a fuse mounted in that area. I have not seen a fuse holder on the tractor. I does still have the lights and light switch. Thanks
