Chuck: Probably start with a penetrating oil, these have a habit of sticking from corosion and rust when not used regularly. When you get it cleaned up and dry, spray on some graphite, and make sure some gets worked into the sleeve. Dry lubricant is best for these long term. Oils and grease tend to collect dust, then when not used for awhile, the lube dries up and the dust stays.
