It was a retrofit, from aftermarket companies. There was also one that ran up the side of the steering post that you could set by hand. The simplest one I ever saw was Dad made though. He simply welded a short bolt to the top of the plate at the front end of the plate so you could hit it with your heel while depressigng the brake.
