If the battery cables are sparking, they need to be cleaned and tightened. Clean, bright, and tight. It is also possible that the starter drive has become locked to the flywheel because of wear on both the starter drive and the flywheel ring gear. It is a quite common thing. You can either loosen the bolts that hold the starter on, and listen for a clunking, or clicking sound, which means that it is no longer stuck, or you can put the tractor in gear, and then rock the tractor by pushing against a rear wheel, again listening for that clunk sound.
