Farmall A want pull load

Good Morning, I have a Farmall A that I recently restored. Everything is in good condition but it runs rough at wide open throttle. I have to nurse the throttle to get to full. Then at full it will not pull a load and will barely pull itself. The carb is rebuilt and is spotless. Do you think it could be a burnt valve or is the governer worn. Any help would be greatly appreciated. This was my Granddads tractor and has been taken care of it whole life. He says he wasn't having trouble when he parked it!!! Thanks for the help.
