Water Pump pulley Adjusting Flange Replacement

While loosening the flange on the water pump pulley on my 450 Farmall it broke so I need to replace it.

The book says I need to remove the packing nut which is in the image above. It's the brass nut with six notches in it.

It's brass and very soft. I tried tapping on it and it won't move and I'm afraid to really whale on it.

I suppose I need to build a special wrench to turn this nut but before I do that does anyone have any experience with this thing.
