3688 value guestions........

looked at a 1981 3688 w/2800 hrs. the tractor seemed tight as i drove it. shifted good. the dealer said they fixed the parking brake and the owner fixed the clutch and pto. sounds like it spent some time on a round baler. when the tractor was idling it seemed to have a lot of smoke coming out the blow by tube. it has a 436 motor. is this common for this motor? it doesn't have the digital tach. can this be changed? the cab interior is bad and the tires pretty much worn. the paint is lighter than i thought it would have been. they were asking $16900. they are offering to take my 966 & 686 plus $3000. any thoughts??
