I'd start at the key / ignition switch - test to a good ground. Then work your way around the other components following the circuit (current flow)
If the switch is working right - there should be no voltage present from that to ground, unless the key is on!!
You can disconnect wires and test in series or leave connected and test in parallel. I prefer to disc and test in series, but that's just me...
