Are both clutch bands in good condition? Possibly a bearing bad somewhere? 4 feet tall grass is a pretty good load for even a 60 HP tractor[assuming you are cutting down to 1 foot or maybe a little less]. Try taking a half width cut & see how it pulls. You use a lot of power grinding all that material up.
