350U PTO Adjustment and General Bush Hog Questions

First, I am having trouble adjusting my PTO. I have a manual and followed the instructions in the manual, but between the clevis distance on the back of the handle and the two adjustment bolts on the PTO. If I get it adjusted so the PTO stops when the handle is down, it does not spin fast enough when engaged, even at full throttle. It I get it adjusted to it has adequate speed to operate the bush hog, I cannot get it to stop spinning when the handle is down. The manual is just not very helpful in this area. So, I want to use the bush hog, so I set it so the operating speed is adequate, even though it does not disengage. I know this is not a good idea, but I need to see how it works. I have a 350 Utility with a 6' Bush Hog Squealer. Mowing about 4' of grass and weeds, it seems to bog down very easily. Here is how it went, 1) put it in first gear 2) ride the clutch because even first is too fast for the bush hog 3) move forward until bush hog bogs down 4) stop and wait for bush hog to get back up to speed 5) repeat process Granted, the grass and weeds were thick, but there were no saplings or anything with any diameter. It was a slow process; took over an hour to mow the 1 acre lot. I don't know if is because the PTO is not adjusted properly, or because I have not mastered the technique of bush hogging.
