Carburator Removal - 350U

I bought a carb kit for my 350U but can not get the carburator disconnected from the governor throttle shaft housing. I have the two small bolts removed but it does not seperate. The choke and fuel line are also disconnected. The local IH/Case dealer said the gov throttle shaft should just seperate when the carb is disconneted from the manifold. However it doesn't and I don't want to try to force or pry apart in case there is something else I should be doing. Appreciate any help. Thanks.
