Yup, Steel cut off and rims for rubber welded on to the flat spokes. My uncle has a 39 that his father bought new on steel. When the state paved the road, he had to get rid of the steel, and had them cut off and rims welded on. Another interesting thing is that if it came on steel, the road gear is disabled from the factory.
