Your tractor was assembled in 1947. The crank turns the lower pulley. If it was started most of it's life with an electric starter, the crank mechanism may be rusted and stuck due to lack of use. Does the owner know if the tractor will run, and does it have a battery on it? You need to make sure the engine is not stuck. Not a good idea to "spin" the crank, if you get it to work. Lift up on the crank and only turn it 1/2 revolution, until the mag trips -- you will hear that. Unless it is out of time it will not kick back on you. In spite of others opinions, I have never had a crank start tractor kick back on me, but if it does you have less control of the situation if you are spinning it. The tractor was designed to start on gas and then switch to kerosene. Since your tractor was made after 1947, it may have never been run on kerosene, thus the needed parts were removed years ago.
