It will help to have the tank empty as you need to take the nut out so you can get some packing around the stem so when you tighten the nut it will seal. I have used teflon tape twisted it like a rope and wound it around the stem so the nut would seal it around the stem when tightened. When done tighten the nut just enough to stop leak and still be able to turn the stem. It would be a lot easier is the sediment bulb was off the tank.
