I would pull the plugs to be on the safe side. Then see if the engine will crank. If that starter has a solenoid it could be the problem too. Make sure your tractor is out of gear and take a flat blade screwdriver and short across the small terminals on the solenoid. It should crank. If it doesn't pull the starter and connect it to a battery. Then short across the small terminals to see if the starter drive (bendix) flies forward. Just touch these terminals to see that.
