Yes the cover slides over those. I take a scribe and wire brush to the studs to make sure every thing on the top side is clean. After a few days and a few sprays of penetrant I noodle around the cover with a thin putty knife. Then starting around the stud area pry with a thin bar and work it off evenly. I made the cover gaskets in pieces(it's big and thin)and use small amount of silcone gasket maker at the joints.
