If you put gas in it I would have thought that it would have fired up and run for a couple seconds at least. Are the spark plugs on correctly and the spark timed correctly? To verify, pull the front spark plug and put your thumb over the hole. Crank over the engine until you feel pressure on your thumb. There is a notch in the front pulley that you need to align with the pointer on the front cover. When you get them aligned make sure that the rotor is pointing towards the terminal on the cap that has the spark plug wire going to that cylinder.
