I am assuming the correct oil is Hy-Tran. I could not see any leaks in the pump suction line or connections. The pump was brand new from IH approx. 3 years ago. If the pump seal was leaking, should not the engine oil increase on the dipstick? It does have remotes that are for the IH loader and I assume were put on at IH or shortly after dad purchased the tractor. I have no such thing as a Flo-Rater to check flow and pressure at the pump. I may take you up on the manual offer! Also, as I remember, the arms will stay up after shutting off engine but I did not close the valve you were talking about to test this but I do know where it is. I am inclined in thinking linkage or valve too as you can hear the pump surge at the same time as the arms raise an inch and then quit momentarily. Almost acts like it is grabbing a little oil and pushing it through then either running out of oil or some little check valve is shutting it off for a second. I'm baffled!!!
