I had the exact same problem with my '47 M last year, and it turned out to be a plugged radiator. I had it "boiled out" at a radiator shop, but the tubes were so thin it leaked badly after I re-installed it, even though I was extremely careful with it. The radiator shop gave me a credit for the $70 repair job and sold me a brand new radiator for another $180. I also installed new hoses and gaskets, since I had it all apart. It's worked perfectly ever since.
