Before and especially during WWII, rubber tires were expensive and even hard to come by. And rubber tires weren't introduced to tractors much before the early-mid 30's, so it was "new technology" that many farmers, who were used to dealing with constant flats on early auto tires, weren't comfortable with having them on the tractors they relied on to get their work done. As a result, many tractors were purchased new with steel wheels up until the end of the war. After the war, when rubber tires had evolved to the point they were reliable, local blacksmith/welding shops all over the country did a booming business cutting steel rims off and replacing them with rubber tire rims.
