With the problems you have stated probably the set of gears inside the cap on the end of the valve are stripped or sheared. You will need to take the two 3/8 capscrews out to remove the cap, if you don't see any damage you might be able to wind the shaft where arm goes to cause the spool to go into the valve and then set the arm to "fit" the linkage. Anything bound up can shear the pin or damage the gears which are timed, they should be marked.
