Case question for farmall fans

I know I posted in the wrong forum, but you guys propably know the answer. I have a 730 Case highcrop that gets run maybe 1 hour per year. About 10 years ago the throttle mechanism inside the German Bosh pump stuck while sitting in the shed in the closed position. I had the pump rebuilt at a cost of $1100.00 not wanting that problem again. Now after 10 years and maybe 10 hours of running, I left it in the shed but left the throttle open and it is stuck in the open position. A couple of folks told me 10 years ago I could take a plate off or a plug out and free what was stuck without removing the pump, but I forgo what they said. Can somone please help. I really do have alot of red tractors in the shed! Thanks, Buddy Woodson
