Kelly You don't have the holes lined up good enough. You need to have two guide pins the exact size to line up the bearing cap before you torgue it. Then a tool like a screw driver with the end ground flat to put in the tube, push with the tool has you pull on the rubber to stretch it thinner, a little oil should do. If that shoulder at the tip is rough, smooth it a little.
