It may well have been a military tractor, but the serial number prefix (IAA) is standard standard for an International A. If it were a Farmall A the prefix would be FAA. The foot throttle is standard on than model. The horn might be factory but I have never seen one. The solid front wheels would have been a field modification. It should also have a square front axel with a heavy duty brace.
