Hercules overheating

I have a 6 cyl Hercules engine in a IH Payloader. I just got it running a few days ago. It sounds good but smokes ( oil ) pretty constant. Now it has started overheating. There is no flow thru the radiator. I replaced the thermostat even though the old one tested good. The heater hose that crosses from the waterpump to the head warms up 1rst which leads me to believe the pump is moving some coolant. Then as it runs the waterpump starts to get very hot along with the heater hose and block / head. All the while the top and bottom radiator hoses stay cool. There is no visible flow thru the rad. opening. I went as far as taking the water pump apart. The impeller "seems" ok, doesn"t wobble, turns ok and there were no restrictions anywhere. Help. Can the pump be too worn to pull coolant from the Radiator yet circulate thru the crossover hose ok?? I haven"t checked oil pressure yet as the guage is broken but there is leakage when I losen the line. ANY SUGGESTIONS ???? THANKS
