IH 414 Tractor

I just bought an IH 414 tractor with diesel engine ,plus it has hyd pump running off engine,which goes to a lever/valve set up & on to 2 rear cylinders.Tractor runs well,but I can't get linkage hydraulics to raise up.
Oil was low when I purchased,so I filled it...but linkage still won't raise.
I have very little experience with ag tractor hydraulics....any advice/opinions appreciated.
