You can't use a copper washer. The metering nozzle will break before it seals. The fibre washers should be plenty for sealing the nut (it works for most of the rest of us...). I think that the fibre washers are more forgiving than even an annealed copper washer. Do you have a small washer under the hex on the nozzle ? Did this carb leak at the nut before you rebuilt it ? When you rebuilt the carb, did you replace the metering nozzle ? If you still have the old one, clean it up and put it back in. Tighten it until it stops leaking or it breaks. What happens if you try two washers under the nut ?
