C engine locked up

We have a 50 C with a loader & belly grader on it. Wife uses it to grade her horse arena. Ran last February. Hydraulic pump went bad and it sat until last month when I got a new pump. Some how it got water down past the rain hat and locked up #4 piston. Have used PB Blaster & trans fluid. Have been rocking it daily in 4th gear for the last two weeks with no luck on breaking it loose. Any thoughts or suggestions? Thanks, Chuck
