PTO Stopps

I have a 300u and put a snow thrower behind it. I tried it yesterday in snow that was quite wet. When the snow built up and it got hard to turn the PTO Shaft, the shaft slowed way down and stopped. If I pulled up on the PTO Operating lever, it would start the PTO shaft turning again and pull the engine down. I have read my IT manual a couple times and I can not spot any answere there. Can anyone tell me why the PTO Shaft is slowing down and stopping when the going gets tough, and what I need to do to fix it? Thanks in advance for reading and any help I may get.
