#1 yep there should be a cover it sort of looks like an upside down U that is about 1 inch long and closed on the ends.
#2 Those marks are almost not there and very hard to see if you can even find them. But they should be right at the middle of the throw of the PTO lever.
#3 The book explains how to adjust and even then its a little tricky and you may have to do it a couple times.
Only reason I even know about this is because a friend has a 300U that I fixed up for him. If you look in the tractor photos and look for 300U farmall you should be able to see a picture of it and the brush gaurd I made for it.
